Things purchased from the marketplace no longer work

So I have a bunch of  "packs" that were purchased from the marketplace  and they all have an exclamation mark in the upper right corner. I can't seem to get them to work, they say downloading. There doesn't seem to be a way to update them if that's the problem. Some were free but others like" The nightmare before christmas" were paid for. And made by Minecraft they should work. Xbox says my game is fully updated so how do I fix this?
