The archive mode is survival, and the server server.properties is also set to:
gamemode=survival
difficulty=peaceful
default-player-permission-level=visitor
The level of the player who joins is visitor, but the mode of the player is creative.
No health bar, but also flight

Is this still an issue in the latest version (1.17.10)? If so, can you please add it to the affected versions (or mention it if you are not the reporter).
