Cannot mine cobblestone using wooden axe

As in summary - cannot dig cobblestone, coal ore using wooden axe.

Tried both world created by server and in world copied from game.

Environment

Windows 10, Minecraft 1.12.0

Server version 1.12.0.28 - cannot pick this version from combo.
