When you eat anything to fill up the hunger bar it will go down again to the same level in a matter of seconds, as if you haven't eaten at all. See video: https://youtu.be/FUyBBJbxV5Q
Note: it actually affects 1.12.0.28 but I couldn't create a bug report for that version.
