Cannot download packs

When I go into the servers menu on my PlayStation 4 and join the Hive, it says unable to download packs. Then it puts me into a loading screen that says Downloading packs [0/3] 0.00MB / 0.22MB. While in that screen,the loading bar does not go up even though i have plenty of storage in my Minecraft game and on my PlayStation 4. Why don't the packs download, and how can I fix this issue?
