When I downloaded the newest server pack for 1.16.100, it downloaded 1.16.101. So I haven't been able to update my server and actually use it.

1.16.101 is the latest version. 1.16.100 clients should be able to connect to 1.16.101.
Mojang do not provide historical server downloads.
